So yes, Giovanni is pretty much evil in the games not only through his actions but also because of his selfish motivations, which creates a pretty interesting contrast with the rest of the villains of Pokémon who often have noble goals. min-mag said: It’s very likely that Giovanni tried to capture Mewtwo given all the hints we have in the original games (plus the RR episode in USUM where he has a Mewtwo in his team, since the other villains’ legendaries were the crucial part of their plans and that the bosses tried to capture them in their respective, then it seems like Mewtwo has always been part of Giovanni’s plan). But there’s absolutely no evidences that Giovanni tried to protect the world from Mewtwo.
